You just can`t find a better free electronic English-Russian dictionary than the V.K. Mueller Dictionary (7th Edition). This dictionary is distributed (GNU license) free from http://www.chat.ru/~mueller_dic, though only as one large text file. Verbioso created a custom HTML-based interface that allows for quick, convenient, and easy access to this wealth of information. They key features are:
